Shelly Beaird-Francois’s passion for public service began early and has guided her career ever since.

After growing up in New York and becoming active in Democratic politics at a young age, Shelly made Frederick County home in 2003 drawn by its strong sense of community and opportunity.

Since then, she has:
  • Served as President of the Women’s Democratic League of Frederick County
  • Played a leadership role on the Frederick County Democratic Central Committee
  • Worked across industries in both public and private sectors

But titles aren’t what define her.

People do.

Shelly’s work has always centered on listening, organizing, and making sure voices that are often overlooked are heard loud and clear.

About Shelly Beaird-Francois

I was born in Rockaway, NY and grew up in Brooklyn. My family has always been heavily involved in politics. My early years were spent at the Unity Democratic Club helping with campaign efforts and community events. Shirley Chisholm, a trailblazer and the first black women  to run for Congress and the Presidency, was a family friend, and I remember being involved in her canvasses during her political career while I volunteered at the club.

Like many parents, when I had my daughter, I wanted to raise her in a place with great schools, safe neighborhoods, and real opportunity. I did my research and finally found that place here in District 2 — good schools, solid home values, and a community that looked out for one another. In 2003, I moved my family to Urbana. And all these years later, I still know I made the right choice.

My commitment to public service and dedication to fostering a better future for Frederick County drive my candidacy for County Councilwomen in District 2.

I'm dedicated to serving the people of District 2 in Frederick County. My journey into politics has been driven by a passion for positive change, community empowerment, and inclusive representation. I believe in the potential of our county and the importance of effective leadership to drive progress and opportunity for all.
